E. Fragment of jawbone. A lake near Laybach had been converted in drying up into an immense peat-bog, nearly thirty-eight miles in circumference, bounded on the right and left by lofty mountains. When this bog was under water it had been the site of several Lake Stations. One, for instance, has been made out over three hundred and twenty yards from the bank.

Turkey is no longer regarded, it would appear, as an object of partition or acquisition, and Greek revolts have all at once become, according to the declaration of Laybach, "criminal combinations." The recent congress at Verona exceeded its predecessor at Laybach in its denunciations of the Greek struggle.

Now will any man, will my adversary here, on a moment's reflection, undertake to show the least resemblance on earth between what I have called the American doctrine, and the doctrine of the sovereigns at Laybach? What do I contend for?

This alliance, which met at the Congress of Vienna in 1815 and held later meetings at Aix-la-Chapelle in 1818, at Troppau in 1820, at Laybach in 1821, and at Verona in 1822, undertook to legislate for all Europe and was the nearest approach to a world government that had ever been tried.

That is all my story. Who were they? What could they be? How can you explain that mystery of the mother giving them up; of the remarkable splendor and elegance of their appearance while under her care; of their barefooted squalor in Venice, a month afterwards; of their shabby habiliments at Laybach? Had the father gambled away his money, and sold their clothes?

I do not say that no Germans had crossed the Laybach pass before him. On the contrary, Markmen, Quadi, Vandals, seem to have come over it as early as 180, and appeared under the walls of Aquileia. Of course, some one must have gone first, or Alaric would not have known of it. There were no maps then, at least among our race.

When the English Revolution of 1688 took place, the English people did not content themselves with the example of Runnymede; they did not build their hopes upon royal charters; they did not, like the authors of the Laybach circular, suppose that all useful changes in constitutions and laws must proceed from those only whom God has rendered responsible for power.

I next proceeded to Laybach, where I found Massena at the head of the eighth corps, and I informed him that the Emperor wished him to march in all haste upon Vienna, in case he should hear of the rupture of the negotiations. I continued the itinerary marked out for me until I reached Venice, and thence till I met the troops of Carra St.

When the revolution broke out, the sovereigns were assembled in congress at Laybach; and the papers of that assembly sufficiently manifest their sentiments.

This invasion, Sir, was determined on, and undertaken, precisely on the doctrines which the allied monarchs had proclaimed the year before, at Laybach; that is, that they had a right to interfere in the concerns of another state, and reform its government, in order to prevent the effects of its bad example; this bad example, be it remembered, always being the example of free government.
