If Hung's audacity was shown by nothing else, it was demonstrated by the lengths to which he carried the supernatural agency that urged him to quit the ignominious life of a Kwantung peasant for the career of a pretender to Imperial honours.

Many of his generals wanted to postpone action until Kwantung province had made a military alliance with the generals in the other southwestern provinces, so as to be able to resist the north should the latter undertake a military expedition.

Rumors were rife in the south as to the object of the visit. British sources published the report that one object was to return Weihaiwei to China in case Peking agreed to turn over more of the Kwantung mainland to Hong Kong as a quid pro quo.

During this period, Kwantung province was governed by military carpet-baggers from the neighboring province of Kwangsei, which was practically alone of the southern provinces allied with the northern government, then under the control of the Anfu party.

Even in Fukien, the province next north of Kwantung, one found little but gossip whose effect was to minimize the importance of the southern government.

Two leaders named Chang assumed the style of royalty; other bands appeared in the province of Hoonan as well as in the southern parts of Kwantung, but they all collected by degrees on the Sikiang, where they placed an embargo on merchandise, and gradually crushed out such trade as there had been by that river. Their proceedings were not restricted to the fair operations of war.

The Military Governor of Moukden to send a representative to Port Arthur to convey his regret when the Military Governor of Kwantung and Japanese Consul General at Moukden are there together.

From Fuhkien his successful lieutenants passed into Kwantung, and the Chinese, seeing that the Manchus were not sunk as low as had been thought, abandoned all resistance, and again recognized the Tartar authority. The Manchus did not dare to punish the rebels except in rare instances, and, therefore, the recovery of Canton was unaccompanied by any scenes of blood.

The Military Governor of Moukden to proceed personally to Port Arthur to the Japanese Military Governor of Kwantung to apologize for the occurrence and to tender similar personal apologies to the Japanese Consul General in Moukden. Adequate compensation to be paid by China to the Japanese sufferers and to the families of those killed.

Neither enthusiasm nor the energy of desperation was wanting; but for those qualities which claim respect, if they cannot command success, we must look in vain. Yet the peasants of Kwangsi and the artisans of Kwantung assumed the title of "Wang" or prince, and divided in anticipation the prizes that should follow the establishment of some dynasty of their own making.
