People discussed coming interpellations of ministers; government majorities, projected legislation; the same phrases, as dreary as showers, fell with all the regularity of drops of rain. Even young girls, brought up in this centre of infuriated politicians, spoke of the breaking up of the majority, reports or ballots, in the same manner as shopkeepers talk of their trade.
No less than three parties, the Centrum, the Progressives and the Social Democrats, addressed interpellations to the Chancellor about this occurrence at Zabern. I was present at the debate in the Reichstag, which took place on the fourth, fifth and sixth of December, 1913.
On July 16, 1906, M. Makaroff, Assistant Secretary of the Interior, appeared personally before the Duma; and in answer to thirty-three interpellations concerning as many specific cases of imprisonment without resort to the courts, frankly replied: "Yes.
During these readings there were frequent interpellations, as the French call such interruptions, something like these: "That will do, sir!" or "You had better stop, sir!" always, I noticed, with the sir at the end of the remark. With us it would have been "Dry up!" or "Hold on!"
At the end of July and in the beginning of August interpellations were introduced in both Houses of the English Parliament, as to whether Her Majesty's Government found it possible to make diplomatic representations in defence of the persecuted Russian Jews for whom England would have to provide, were they to arrive there in large masses.
