In a resolution adopted without opposition, the OAS General Assembly in November strongly supported the work of the Commission. The American Convention on Human Rights is in force and an Inter-American Court has been created to judge human rights violations.
The Southeast Asia Treaty Organization has been established; the NATO alliance has been militarily strengthened; the Organization of American States has been further developed as an instrument of inter-American cooperation; the Anzus treaty has strengthened ties with Australia and New Zealand, and a mutual security treaty with Japan has been signed.
Thus when the conflict overseas began to injure the rights of neutrals, Argentina and other nations urged that the countries of the New World jointly agree to declare that direct maritime commerce between American lands should be considered as "inter-American coastwise trade," and that the merchant ships engaged in it, whatever the flag under which they sailed, should be looked upon as neutral.
This sentiment of inter-American solidarity sprang from several sources. The periodical conferences of the United States and its sister republics gave occasion for an interchange of official courtesies and expressions of good feeling.
We have come a long way in this hemisphere since the inter-American effort in economic and social development was launched by the conference at Bogota in 1960 under the leadership of President Eisenhower. The Alliance for Progress moved dramatically forward under President Kennedy.
Since attempts of the Hispanic countries themselves to realize the aims of Bolivar in calling the Congress at Panama had failed, the United States now undertook to call into existence a sort of inter-American Congress. Instead of being merely a supporter, the great republic of the north had resolved to become the director of the movement for greater solidarity in thought and action.
The United States also took the lead in creating the Inter-American Development Bank. Vice President Nixon, Secretaries of State Dulles and Herter and I travelled extensively through the world for the purpose of strengthening the cause of peace, freedom, and international understanding.
In our own hemisphere, the inter-American system has continued to show its vitality in maintaining peace and a common approach to world problems. We now have security pacts with more than 40 other nations.
With their inter-American tasks and responsibilities virtually discharged, their intercontinental mission enters upon its most glorious and decisive phase. “The moment this Divine Message,” ‘Abdu’l-Bahá Himself has written, “is carried forward by the American believers from the shores of America and is propagated through the continents of Europe, of Asia, of Africa, and of Australasia, and as far as the islands of the Pacific, this community will find itself securely established upon the throne of an everlasting dominion.”
They believe that democracies are best able to cope with the changing problems of modern civilization within themselves, and that democracies are best able to maintain peace among themselves. The Inter-American Conference, operating on these fundamental principles of democracy, did much to assure peace in this Hemisphere. Existing peace machinery was improved.
