At the foundation of our economic growth are the raw materials and energy produced from our minerals and fuels, lands and forests, and water resources.

We have unambiguously demonstrated our commitment to defend Western interests in Southwest Asia, and we have significantly increased our ability to do so. And over the past four years the U.S. has developed an energy program which is comprehensive and ambitious. New institutions have been established such as the Synthetic Fuels Corporation and Solar Bank.

Its use means its immediate and complete destruction, which is true of no other resource, and the use of fuels is increasing and will increase so rapidly that their conservation is becoming a serious problem. The principal fuels are coal, gas, oil, peat, alcohol, and wood, and of these, coal is at present by far the most important.

I believe also that, in many towns distant from collieries, the tar might be sold to manufacturers for use in their steam boilers; and such an arrangement would, I think, prove advantageous both to the seller and the user of this liquid fuel. I think that as much has been said in regard to my subject as is necessary; but permit me to add that I believe there is a future for liquid fuels.

The Energy Security Act also provides significant incentives for the development of gasohol and biomass fuels, thereby enhancing the nation's supply of alternative energy sources. The Administration's 1977 National Energy Plan marked an historic departure from the policies of previous Administrations.

It also says that neither the producer nor the consumer shall be allowed to waste this valuable fuel, as such waste is against public policy. Mr. I. C. White, of West Virginia, in discussing this question at the Conservation Congress said, "This Indiana statute should be enacted into law in every state where these fuels exist."

To develop a foundation to carry out energy policy, we consolidated scattered energy programs and launched the Synthetic Fuels Corporation; to give education the priority it deserves and at the same time reduce HHS to more manageable size, I gave education a seat at the Cabinet table, to create a stronger system for attacking waste and fraud, I reorganized audit and investigative functions by putting an Inspector General in major agencies.

At last he found inside a book on motor fuels the wad of copy-paper on which he had scrawled notes with a broad, soft pencil, and he began to dictate a short article on air-cooling. Charcoal, coke, anthracite coal, and ordinary coal partly burned are the fuels to use, the fire being started with a liberal supply of embers from an open fire. Every solid-fuel boiler should have a steam-blower in the chimney for drawing up the fire; and if a really fierce blaze is aimed at, the exhaust from the engine should be utilized for the same purpose.

Before we leave the subject of carbon, let us make a few experiments and remarks upon its wonderful condition as respects ordinary combustion. I have shewn you that the carbon in burning burns only as a solid body, and yet you perceive that, after it is burned, it ceases to be a solid. There are very few fuels that act like this.
