Many western State federations, notable among which is that of Colorado, have strong committees on education which are active in the entire school system.
We have already quoted its official programme. It is an unimportant variation of Proudhon's Collectivism. The "Alliance" was a union of public societies, as far as possible autonomous federations, such as the Jurassic Bund; and, like the "International," it was divided into a central committee and national bureaus. But together with this division went a secret organisation.
The National League receives a certain amount of financial support from the American Federation of Labor, and from a number of the international unions, several of the latter being affiliated with the League. State federations, city central bodies, and local unions in different parts of the country give similar coöperation and money support.
Under the institutions and practices of civilized society, the select few were in a position to call in the military which was organized for emergency action and was constantly standing-by. The military was trained, disciplined and held a monopoly of weapons. Civilizations frequently begin as commonwealths or federations forged in the course of survival struggle.
In turn the creation of system federations sharpened the employers' antagonism. Some railway systems, like the Illinois Central, might be willing to enter into agreements with the separate crafts, but refused to deal with a federation of crafts.
The obvious consideration that the federations differed in every possible way, in their religions and state of civilisation and whole social structure, might be neglected. Freeman's tendency to be indifferent to everything which was not in the narrowest sense political led him to this as it seems to me pedantic conception.
He comprehends, he designs, he tames nature, rides the sea, ploughs, climbs the air in a balloon, makes vast inquiries, begins interminable labours, joins himself into federations and populous cities, spends his days to deliver the ends of the earth or to benefit unborn posterity; and yet knows himself for a piece of unsurpassed fragility and the creature of a few days.

Federations, too, are being formed, as societies find that their business can be conducted more economically, for example, in dairying by centralising the manufacture of butter, or in the egg export trade by the alliance of many districts to enable large contracts to be undertaken.
Altogether, Luchaire is of the opinion that many such federations must have come into existence in France in the twelfth and thirteenth centuries, but that documents relative to them are mostly lost.
