To the Senate of the United States: I lay before the Senate a report from the Secretary of the Navy, with the estimate of the expense which will be incurred by the establishment of two dockyards for repairing vessels of the largest size. WASHINGTON, March 25, 1818.
This contract was the thin end of that wedge which eventually split the mighty oak block of Government patronage into three-deckers and ships of the line; which did good service under Pellew, Parker, Nelson, Hood; which exfoliated and ramified into huge dockyards at Plymouth, Portsmouth, and Sheerness, and bore, as its buds and flowers, countless barrels of measly pork and maggoty biscuit.
Not long after this the ships were dispersed, some to the dockyards to be dismantled and laid up, others to be cleaned and repaired, and such as were in the best condition for sea were appointed for necessary services. The first service in which Admiral Herbert was employed was to endeavour to intercept the French fleet which had sailed for Ireland to support the landing of King James.
Even before the outbreak of hostilities he had significantly reminded Charles IV. that the Spanish marine was deteriorating, and her arsenals and dockyards were idle: "But England is not asleep; she is ever on the watch and will never rest until she has seized on the colonies and commerce of the world."
I can conceive no ground on which the idea of such a power over any part of the territory of a State can be inferred from the power to declare war. There never can be an occasion for jurisdiction for military purposes except in fortifications, dockyards, and the like places.
At a meeting of the Council he said, "If there had been a commissary of police at Brest he would have arrested the English captain and sent him at once to Paris. As he was acting the part of a spy I would have had him shot as such. No Englishman, not even a nobleman, or the English Ambassador, should be admitted into our dockyards. That, with the further view of absorbing labour, our representatives be entrusted to lay claim to such expenditure upon works and objects of a national character such as naval dockyards, safety harbours, and packet stations as ought of right to be allotted to this country.
