Although the first great shock of demobilization and war-work termination has thus been met better than many observers expected, specific industries and specific regions show much unevenness in the progress of reconversion.

General Allenby's farther drive at Constantinople became unnecessary, having served the purpose of hastening Turkey's decision; and Allenby himself was assigned to the occupancy of the Turk Capital. The same day, October 31, 1918, the Austrian government ordered demobilization of the Austrian armies, and the Austrian forces began a hasty retreat from Italy.

After the end of the demobilization period he remained in Paris for a time as Director of a permanent Union which succeeded the war organization. Two other representatives of the University, Mr. Warren J. Vinton, '11, for some time Professor Vibbert's assistant, and Assistant Professor Philip E. Bursley, '02, one of the general secretaries, were on the Union's staff.

Am in receipt of a letter from him in which he says: Quote The only action you can take until demobilization may be determined and proclaimed, will be to issue a public statement or send a message to Congress declaring that since the purpose of the Act has been entirely satisfied, nothing prevents your lifting the ban on the manufacture and sale of beer, wine, or other intoxicating malt or vinous liquors except the limitations imposed by the Act which maintains it in force until demobilization is terminated after the conclusion of the war.

Whereupon she concluded now to let sleeping dogs lie, and not to urge the matter. Nor was Mary herself the more disposed at the moment to speak of the past. She only looked out across the valley, as was her custom. They passed on to some talk of the peace news, and demobilization plans for the men still abroad, for the visitors had brought the latest paper with them.

On the contrary, on the same day it was announced that the Greek captain of the port at Saloniki had been removed and a French naval officer had been put in his place. Entry to the port had also been refused to Greek ships from Kavala, and an embargo had been placed on Greek ships in French ports. Obviously the Allies were demanding something more than the demobilization of the army.

I'm under the wheels of your system. If your system doesn't succeed in killing me, it will be that much weaker, it will have less strength to kill others." There was talk about his demobilization, and his music, and the Schola Cantorum. He felt he was being exhibited. "But they don't know what they're exhibiting," he said to himself with a certain bitter joy.

Immediate demobilization of the Turkish army, except troops required for the surveillance of the frontier and the maintenance of internal order; the surrender of the garrisons of the Hejaz, Assir, Yemen, Syria and Mesopotamia, and the withdrawal of troops from Cilicia; the surrender of all ports there; occupation by the Allies of the Taurus Mountains tunnel system; the allied control of all railways; occupation by the Allies of any strategic points considered necessary for their security; prohibition of destruction of military or similar material; all Germans and Austrians to quit Turkey within a month; Turkey to cease all relations with the Central Powers; all allied prisoners in Turkish possession to be handed over unconditionally, but Turkish prisoners in the Allies' hands to be kept at the disposal of the Allies.

1 Excludes exports for lend-lease and relief which are included in Federal Government expenditures. 2 Mainly government expenditures for other than goods and services, such as mustering-out pay and unemployment compensation. Unemployment has increased less than was expected during this first period of demobilization and reconversion.

In the present period of transition we must deal with such temporary unemployment as results from the fact that demobilization will proceed faster than reconversion or industrial expansion. Such temporary unemployment is probably unavoidable in a period of rapid change. The unemployed worker is a victim of conditions beyond his control.
