It sought to render itself popular with the lower classes, and distributed bread; but far from accepting its overtures, the people considered such establishments as a counter-revolutionary movement. The people disturbed their sittings, and obliged them several times to change their place of meeting.

"The secret counter-revolutionary instigators of the drive, who do not stop short even of military adventurism, are consciously trying to play on the demoralization in the army, brought about by the internal and international situation of the country, and to this end are inspiring the discouraged elements with the fallacious idea that the very fact of a drive can rehabilitate the army and by this mechanical means hide the lack of a definite program for liquidating the war.

I deny that there is any analogy between the state of France and the state of England. I deny that there is here any great party which answers either to the revolutionary or to the counter-revolutionary party in France. I most emphatically deny that there is any resemblance in the character, and that there is likely to be any resemblance in the fate, of the two Houses of Peers.

There are thirty-one articles conceived nearly in the same terms, and which conclude thus "All convicted as above, but not having acted with criminal or counter-revolutionary intentions, the Tribunal acquits and sets them at liberty."

M. wrote that under the charming manners of the Tsar and especially the Heir, before the Soviet rule came, the soldiers very often changed their manners, their revolutionary hearts were melting and then Col. Kobylinsky used to send those "soft rags" back to Petrograd, for they might be counter-revolutionary. The Emperor has never said anything to or about Kobylinsky directly, however.

Together with the Government, in which they had their representatives, and hand in hand with the liberal and counter-revolutionary bourgeoisie, they began a furious and insane campaign against the proposed demonstration, as soon as they heard of it. All their forces were marshalled against us. We had an insignificant minority in the Council and withdrew. The demonstration did not take place.

This secret agent was Mallet-Dupan, a young journalist of Geneva, established in France, and mixed up with the counter-revolutionary movement. Mallet-Dupan was attached to the monarchy by principle, and to the king by personal devotion.

That which it imagined to be the most revolutionary, came about as the most counter-revolutionary event. The fruit fell into its lap, but it fell from the Tree of Knowledge, not from the Tree of life. The exclusive power of the bourgeois republic lasted only from June 24 to the 10th of December, 1848. It is summed up in the framing of a republican constitution and in the state of siege of Paris.

The work of clearing Petrograd of counter-revolutionary centers was carried on intensively. The cadets were almost all disarmed, the participators in the insurrection were arrested and either imprisoned in the Petropavlovsk fortress or deported to Kronstadt. All publications which openly preached revolt against Soviet authority were promptly suppressed.

But there was no longer any possibility of preserving party unity for long. The former terrorist, Savinkof, took part in Korniloff's conspiracy, was in touching unanimity with the counter-revolutionary circles of Cossack officers and was preparing an onslaught on Petrograd workingmen and soldiers, among whom there were quite a few left S. R.'s.
