All these societies were much restricted by the police, but they gained enough headway to play an important part in the economic life of the nation after the outbreak of hostilities and to become a big element in the final revolutionary movement. Closely akin to the cooperatives, and of much older origin, were the Zemstvos.

The New York State law requires that all firms using the word "cooperation" incorporate under one of the three state cooperative laws. Outside of farmers' cooperatives practically all cooperative societies are incorporated under the Stock Law known as Article III. It may well be, however, that additional measures will be needed to supplement their efforts. I believe all will agree that such measures should not conflict with the best interests of the cooperatives, but rather assist and strengthen them.

To aid the middle-income families, I recommend that the Congress enact new legislation authorizing a vigorous program to help cooperatives and other nonprofit groups build housing which these families can afford. Rent control has done a great deal to prevent the housing shortage from having had worse effects during this postwar period of adjustment.

In setting this up as a definite standard they will escape the inertia and conservatism that ordinarily characterize large groups, a condition which at the present time is retarding the British cooperative movement. Two years ago accurate accounting was an unusual thing among cooperatives.
