By the Solonian constitution, the whole political power was vested in the hands of the nobles; and Clisthenes soon found that it was hopeless to contend against his rival under the existing order of things. For this reason he resolved to introduce an important change in the constitution, and to give to the people an equal share in the government.

For they govern, judge, consult, make laws, punish, and honor, as if those were indeed cities in the government of which they concern themselves, those truly counsellors and judges who are at any time allotted to such offices, those generals who are chosen by suffrages, and those laws which were made by Clisthenes, Lycurgus, and Solon, whom they affirm to have been vicious men and fools.

The priests of Delphi were not insensible of the liberality of the exiles, and Clisthenes, the most eminent and able of the Alcmaeonidae, was more than suspected of suborning the Pythian.

Then he gave the rein to revengeful passion, and laid upon the people burdensome taxes. He fled to Asia Minor in order to secure Persian help. THE ATHENIAN DEMOCRACY. Clisthenes, a brilliant man, the head of the Alcmaeonid family, connected himself with the popular party, and introduced such changes in the constitution as to render him the founder of the Athenian Democracy.

The nobles naturally aspired to the predominance at their head was the Eupatrid Isagoras; the strife of party always tends to produce popular results, even from elements apparently the most hostile. Clisthenes, the head of the Alcmaeonidae, was by birth even yet more illustrious than Isagoras; for, among the nobles, the Alcmaeonid family stood pre-eminent.

He therefore advised the besiegers to attack and to conquer Cirrha, and to dedicate its whole territory to the service of the god. An oracle of this nature was perhaps more effectual than the sword of Clisthenes in preventing future assaults on the divine city! The Pythian games commenced, or were revived, in celebration of this victory of the Pythian god.

The exile and sufferings of the Alcmaeonids had, no doubt, secured to them much of the popular compassion; their gallant struggles against, their ultimate victory over the usurper, obtained the popular enthusiasm; thus it is probable, that an almost insensible sympathy had sprung up between this high-born faction and the people at large; and when, unable to cope with the party of the nobles, Clisthenes attached himself to the movement of the commons, the enemy of the tyrant appeared in his natural position at the head of the democracy.

We are told, at least, that he not only opposed all the advances of the more liberal party that he not only stood resolutely by the interests and dignities of the Areopagus, which had ceased to harmonize with the more modern institutions, but that he expressly sought to restore certain prerogatives which that assembly had formally lost during his foreign expeditions, and that he earnestly endeavoured to bring back the whole constitution to the more aristocratic government established by Clisthenes.

Their dynasty was founded about 676 B.C., and its long duration is ascribed to its mildness and moderation. The last of this dynasty was Clis'thenes, whose daughter became the mother of the Athenian Clisthenes, the founder of democracy at Athens on the expulsion of the Pisistrat'idae. The despots of Corinth were more celebrated.

It had previously consisted of 400 members, but it was now enlarged to 500, fifty being selected from each of the ten new tribes. The Ecclesia, or formal assembly of the citizens, was now summoned at certain fixed periods; and Clisthenes transferred the government of the state, which had hitherto been in the hands of the archons, to the senate and the ecclesia.
