The real practical tendency of universal suffrage is to democratic, instead of an imperial, centralism. What is to guard against this centralism? Not universal suffrage, for that tends to create it; and if the government is left to it, the government becomes practically the will of an ever shifting and irresponsible majority. Is the remedy in written or paper constitutions?

Guaranties against excessive centralism are certainly needed, but the statesman will not seek them in the feudal organization of society in a political aristocracy, whether founded on birth or private wealth, nor in a privileged class of any sort. Better trust Caesar than Brutus, or even Cato.

Yet in France, territorial democracy the most complete results only in establishing the most complete imperial centralism, usually called Caesarism.

They formed the Right wing which stood for democratic and federalist ideals. The Left was formed by the Germans who stood for centralism and a close union with Germany. Only an insignificant number of Germans formed the Centre which stood for the preservation of Austria. In October, 1848, fresh troubles broke out in Vienna, partly directed against the presence of the Czechs.

As it existed under the Caesars, and is revived in modern times, whether under the imperial or the democratic form, it, no doubt, tends to centralism, to the concentration of all the powers and forces of the state in one central government, from which all local authorities and institutions emanate. Wise men oppose it as affording no guaranties to individual liberty against the abuses of power.

There was no first magistrate, no supreme court, no commander-in-chief, no exclusive mint nor power of credit, no national taxation, no central house of representation and legislation, no senate. Unfortunately it had one church, and out of this single matrix of centralism was born more discord than had been produced by all the centrifugal forces of provincialism combined.

The French tried the English system of organized antagonism in 1789, as a cure for the centralism introduced by Richelieu and Louis XIV., and again under the Restoration and Louis Philippe, and called it the system of constitutional guarantees; but they could never manage it, and they have taken refuge in unmitigated centralism under Napoleon III., who, however well disposed, finds no means in the constitution of the French nation of tempering it.

They were not done unintentionally or accidentally, but, as will be shown from the following survey, this violence was committed deliberately and systematically by the Austrian Government on our nation, which took the abominable view that the present war is the most suitable period for realising the plans and aims of German centralism in the Habsburg Monarchy by curing the Czechs forever of all hallucinations about equality among nations, and about the glorious past of Bohemia and her relationship with other Slav nations.
