The unity of the nation was too strong to be effectually broken. No doubt the reaction against secession and disintegration will strengthen the tendency to centralism, but centralism can succeed no better than disintegration has succeeded because the General government has no subsistentia, no suppositum, to borrow a theological term, outside or independent of the States.
There was no first magistrate, no supreme court, no commander-in-chief, no exclusive mint nor power of credit, no national taxation, no central house of representation and legislation, no senate. Unfortunately it had one church, and out of this single matrix of centralism was born more discord than had been produced by all the centrifugal forces of provincialism combined.
Thus this same third Conference resolved that "in the interests of greater efficiency and success in the economic struggle, a professional organization should be built on the principle of democratic centralism, assuring to every member a share in the affairs of the organization and, at the same time, obtaining unity in the leadership of the struggle."
