The power of the Bulgars grew as that of the Avars declined, but at the death of Kubrat, in 638, his realm was divided amongst his sons. One of these established himself in Pannonia, where he joined forces with what was left of the Avars, and there the Bulgars maintained themselves till they were obliterated by the irruption of the Magyars in 893.

In three campaigns he chastised the rising power of Persia, drove the armies of Chosroes from Syria, Palestine, and Egypt, rescued Constantinople from the joint siege of the Avars and Persians , and finally reduced the Persian monarch to the defence of his hereditary kingdom. The deposition and murder of Chosroes by his son Siroes concluded the successes of the emperor.

In 626, Heraclius being Emperor, a legion of Avars and Persians sacked Scutari, on the Asiatic side of the Bosphorus, and laid siege to Constantinople.

But, if they hesitated or delayed to prevent the malice of the Romans, the same spirit which had insulted would pursue the Avars to the extremity of the earth.

Shahr-Barz, from Chalcedon, entered into negotiations with the Khan of the Avars, and found but little difficulty in persuading him to make an attempt upon the imperial city. From their seats beyond the Danube a host of barbarians Avars, Slaves, Gepidas, Bulgarians, and others advanced through the passes of Heemus into the plains of Thrace, destroying and ravaging.
