Of the first of these arrondissements, the Counsellor of State, Real, is a kind of Deputy Minister; the Counsellor of State, Miot, is the same of the second; the Counsellor of State, Pelet de la Lozere, of the third; and the Counsellor of State, Dauchy, of the fourth. When the feudal system fell in France, and all power was centralized in the king, city governments were established by royal edict only. Paris, for instance, was governed by the Prefect of the Seine, he had under him the maires of twenty Arrondissements; and thus it was in every French city. All public offices in France were in the gift of the Throne.
The prefects of towns and arrondissements, were generally men of intelligence and information regarding the characters of the inhabitants; and the persons recommended by them to the immense number of situations in the police, in the collection of taxes, &c. were always men of activity, enterprise, and ability: Birth, education, and moral character, were altogether disregarded, and religious principle was rather considered a fault than a recommendation.
The taxes of France, under Napoleon, it would have been supposed, were alone sufficient to exasperate the people against them. They were oppressive, not merely from their amount, but especially from the arbitrary power which was granted to the prefects of towns and arrondissements, and their agents, in collecting them.
Indeed, so little was there of effective self-government that France seems to have sighed with relief when order was imposed by Bonaparte in the person of a Prefect. This important official, a miniature First Consul, was to administer the affairs of the Department, while sub-prefects were similarly placed over the new arrondissements, and mayors over the communes.
Paris was to have a Municipal Council composed of eighty members elected by manhood suffrage from each ward; but the mayors of the twenty arrondissements, into which Paris is divided, were, and still are, appointed by the State; and here again the control of the police and other extensive powers are vested in the Préfet of the Department of the Seine, not in the mayors of the arrondissements or the Municipal Council.
The day after the distribution of the eagles, his imperial highness Prince Joseph presented to his Majesty the presidents of the electoral colleges of the departments; and the presidents of the colleges of the arrondissements and their prefects were next introduced, and received by his Majesty.
