Since, to the worldly minded, the spiritual powers attached to church offices possessed little attraction if no property went along with them, the feudal lord was really master of the situation. When his appointee was duly chosen he proceeded to the investiture.

But if the monarch be not so exempt from prejudice, and have not this nearly miraculous discernment, it is not likely that he will be able to make a wiser choice than the choice of the party itself. He certainly is not under the same motive to choose wisely. His place is fixed whatever happens, but the failure of an appointing party depends on the capacity of their appointee.

Fortunately the rights of man, whether native or foreigner, are now better understood and more fully protected in Canada than they were in the second decade of the nineteenth century. Col. Coltman's report, as already stated, was a model of truthfulness, fair play and freedom from prejudice, and Coltman was a Canadian appointee.

First the Presidente had to approve, and the town council to act on his suggestion. The Municipal Treasurer, a native official, had to certify the cost to the Provincial Treasurer, an American civil appointee, and if the last-named official approved, the council could make the appropriation and order the work done.

Next came the metropolitan of the church, Pitirim, an appointee of Rasputin, a feeble old man in a white cap and a black cassock, tottering in the midst of a crowd of laughing and jesting soldiers and workingmen, showing him, however, no other violence than with their tongues. One by one all the members of the old régime were brought in, or they came of themselves.

Was not the judge who tried and sentenced them a direct appointee of President Wilson? Were not the District Commissioners who gave orders to prepare the cells the direct appointees of President Wilson? And was not the Chief of Police of the District of Columbia a direct appointee of these same commissioners?

On the steamer I fell in with another appointee en route to the academy, David S. Stanley, also from Ohio; and when our acquaintanceship had ripened somewhat, and we had begun to repose confidence in each other, I found out that he had no "Monroe shoes," so I deemed myself just that much ahead of my companion, although my shoes might not conform exactly to the regulations in Eastern style and finish.

Finding him on the road, they caused him to dismount and, in the presence of the company, now swelled to several hundred, to read his resignation as a royal appointee, and to shout for "liberty and property," three times, as loud as he could.

This appointment is considered eminently wise, not only for the superior ability of the appointee as a jurist, but for his broad humanity as a man, fully recognizing the inviolability of human life and its subjection to law. For the Negro, his primal needs are protection and the common liberty vouchsafed to his fellow-countrymen.

As regards the money-consideration for this land, the Government stand to the Indian in the relation of Trustees, accounting for, and apportioning to, him, through the agency of their officer and appointee, the Indian Superintendent, at so much per capita of the population, the interest arising out of the investment of such money.
