The presence of the Malay members at the meetings of the Council is by no means a mere formality; they take an active part in its deliberations and decisions. Beside the Supreme Council there exists a larger body whose functions are purely advisory.

Through the Bureau of Education of the Department of the Interior the Federal Government, acting in an informative and advisory capacity, has rendered valuable service.
