I was desirous of obtaining information relative to the Sulu Seas, and to learn how far the Spanish surveys had been carried. He gave me little hopes of obtaining any; but referred me to Captain Halcon, of the Spanish Navy, who had been employed surveying some part of the coast of the islands to the north.

This he readily promised, and he was, in consequence, carried back to Sulu and reinstated; his nephew, Alim-ud-deen, readily giving place to him, and confirming the grant to the East India Company, in which the Ruma Bechara joined.

The females of Sulu have the reputation of ruling their lords, and possess much weight in the government by the influence they exert over their husbands. In their houses they are but scantily clothed, though women of rank have always a large number of rings on their fingers, some of which are of great value, as well as earrings of fine gold.

The next day, February 24th, we left Zamboanga for Sulu, laying cable as we went, instead of having to take soundings first, the charts in this one instance being reliable. As it was the dark of the moon, however, we made the journey very slowly, having to anchor each night and cut and buoy the cable to prevent its fouling.

The principal sultans had as their capitals, from which they took their titles, Bruni on the north-west, Sambas in the west, Pontianak at the mouth of the Kapuas river, Banjermasin in the south at the mouth of the river of the same name, Pasir at the south-east corner, Kotei and Balungan on the east at the mouths of the rivers of those names; while the Sultan of Jolo, the capital of the Sulu islands, which lie off the north coast, claimed sovereignty over the northern end of Borneo.

They infest the Macassar Strait, the Celebes Sea, and the Sulu Sea. Soung is the only place where they can dispose of their plunder to advantage, and obtain the necessary outfits. It may be called the principal resort of these pirates, where well-directed measures would result in effectually suppressing the crime.

One is that to govern the Philippines without their consent or against the opposition of Aguinaldo is to violate the principle only formulated, to be sure, in the Declaration of Independence, but, as they say, underlying the whole Constitution that government derives its just powers from the consent of the governed. In the Sulu group piracy prevailed for centuries.

The taking of Balambangan has been generally imputed to the treacherous disposition and innate love of plunder among the Sulus, as well as to their fear that it would destroy the trade of Sulu by injuring all that of the archipelago.

The local expenditure in Borneo is chiefly for salaries of the officials, the armed Constabulary and for Gaols and Public Works, the annual "rental" payable to the Sultans of Brunai and Sulu and others, the subsidizing of steamers, Medical Services, Printing, Stationery, Prospecting, Experimental Gardens and Harbour and Postal Services.
