The observations of Theophrastus are, however, so accurate, so lucid, and so complete that they might well be used as legends for the plates of these writers two thousand years after him. In 1651 the English Navigation Act, requiring all goods from abroad to be brought in, either in English ships, or in ships of the countries on the Continent in which the imported wares were produced, struck a heavy blow at Dutch commerce. War followed, in which the great Dutch admirals, Van Tromp, De Ruyter, De Witt, found more than a match in the English commander, Blake.

But it was the policy of the time, carried out more or less effectively by all nations having colonies. England wrote it particularly into her Navigation Acts of 1651, 1660, and 1663, and supported it by later Acts. While not rigorously enforced, and frequently evaded by the American colonists, the system at last proved so offensive that the colonists revolted in 1775.

We answered, they were another kind of people, different from us; but for our part, if they had no other commodities, we would return again." This company speedily ending its life, was followed by another in 1631 with a similarly short career; and in 1651 the African privilege was granted for a time to the East India Company.

In 1649 he had figured as one of the generals of Paris, and had raised Normandy against Mazarin. One year of imprisonment had cooled him, and in 1651, having recovered his government of Normandy and tasted some few months of that peaceful grandeur, he found it so much to his liking as to be not readily tempted to re-embark upon a stormy course of life at the age of nearly fifty-seven.

To deal with this they passed the Navigation Act of 1651, which provided that the trade of England and the colonies should be carried only in English or colonial ships.

"Since when he hath affirmed that he only intended the proverb used in the west country, nor do we believe he intended otherwise. "March 12th 1651, All which I acknowledge, and am sorry I did not expresse my intent, or that I was so weak as to use so foolish a proverb.

It was authorized by the general assembly, in 1651, and the following year "silver coins of the denomination of threepence, sixpence and twelvepence, or shilling, were struck. This was the first coinage within the territory of the United States." There lived in Boston at this time a family named Stevens.

This arbitrary act, however, they soon recalled, and by solemn treaty entered into on the 12th day of March, 1651, between the said Commonwealth by their Commissioners, and the colony of Virginia by their House of Burgesses, it was expressly stipulated by the eighth article of the said treaty, that they should have "free trade as the people of England do enjoy to all places and with all nations, according to the laws of that Commonwealth."

In the year 1640 the Portuguese shook off the Spanish yoke, and from this event may be dated the decline of the Dutch power in Brazil: in 1654 they were entirely expelled from this country. In the year 1651, they colonized the Cape of Good Hope; and in the same year, began the obstinate and bloody maritime, war between Holland and England.
