[Extortions of encomenderos.] The original holders of feudal tenures amassed considerable booty therefrom. Zuñiga relates that as early as the time of Lavezares, who was provisional governor between 1572 and 1575, he visited the Bisayas and checked the covetousness of the encomenderos, so that at least during his rule they relaxed their system of extortion. Popham, with true diplomatic disregard of truth, evaded the issue, and assured Zuñiga that the only object of the scheme was to clear England of "thieves and traitors" and get them "drowned in the sea."

But, judging from the past that so successful an issue was little to be expected, the court sent out Don Francisco de Zuniga, Marquis of Baydes, as his successor, who had given unquestionable proofs of his political and military talents, both in Italy and Flanders, where he had executed the charge of quarter-master-general.

But this was not done without a loss to the province of Ilocos of two hundred sixty-nine thousand two hundred and seventy persons half of the population, as represented by Zuñiga. The discontent has always been confined to a single district, as the natives do not form a united nation; neither the bond of a common speech nor a general interest binding the different tribes together.

The cavaliers Garcilasso de la Vega, Juan de Zuniga, and Diego de Atayde were appointed to go the rounds and keep vigilant watch that these fortifications were maintained in good order. In a little while Hamet discovered the mines secretly commenced by the Christians: he immediately ordered counter-mines.

Zúñiga refers to a discussion respecting Arias Montano which he had with Luis de Leon in the latter's cell some thirteen years previously. At this time Zúñiga would, on his own showing, be but twenty-three. From what we know of Luis de Leon, it seems improbable that he would admit to his confidential intimacy a man so much his junior.

Only the most important ones need be mentioned. Since 1516 a pot had been boiling for Erasmus in Spain. A theologian of the University at Alcalá, Diego Lopez Zuñiga, or, in Latin, Stunica, had been preparing Annotations to the edition of the New Testament: 'a second Lee', said Erasmus. At first Cardinal Ximenes had prohibited the publication, but in 1520, after his death, the storm broke.

This royal letter was sent by Don Francisco de Zuniga, an Aragonese cavalier, whom Aben Comixa held in captivity, and who was set at liberty for the purpose. On receiving the letter of Boabdil the count de Tendilla at once gave freedom to the Moorish maid, making her a magnificent present of jewels, and sending her and her companions under honorable escort to the very gates of Granada.

More severe treatment is meted out to another Augustinian, Diego de Zúñiga, whom Luis de Leon brands as a deliberate perjurer. Who was this Zúñiga? He has generally been identified with the Zúñiga who was among the first in Spain to declare in favour of the Copernican theory; this action needed courage and Zúñiga has had his reward.
