Far up in the wilderness of northern Burma, and over the Yunnan border, we often came upon some of the most ingenious examples of native trapping, a system which we found repeated in the Malay States, Borneo, China and other parts of the Far East.
They were sentenced to be deprived of their ears, and then they were sent on foot, that all might see them, under escort along the line from Yunnan City to Tengyueh and back again. No poles have been cut down since. Yunnan City is the great gold emporium of China, for most of the gold found in China comes from the province of which it is the capital.
In 1896 she was compelled to permit Russia to build a railway across Manchuria; and to grant to France a 'rectification of frontiers' on the south, and the right of building a railway through the province of Yunnan, which lies next to Tonking. The partition of China seemed to be at hand.
The explanation of this extraordinary business was only made public months later with the outbreak of the Yunnan rebellion and the secession of the Southern provinces.
Yung-lo considered that the time had come to annex these regions to China and so to open a new field for Chinese trade, which was suffering continual disturbance from the Japanese. Such a proceeding, though it may have been necessary, was fatal to the further progress of the expedition.
France will do likewise in Yunnan province using it as her base of operations for further encroachments upon China and never hesitate to extend her advantages. We must therefore seriously study the situation remembering always that the combined action of Great Britain, Russia, and France will not only affect Europe but that we can even foresee that it will also affect China.
The boundary of Tibet in regard to China includes that portion of Sinkiang south of Kuenlun Range and Altyn Tagh, the whole territory of Chinghai, the western portion of Kansuh and Szechuan, including Tachienlu, and the northwestern portion of Yunnan, including Atuntzu. Great Britain and Tibet to negotiate, independent of China, new trade regulations.
Nor did the energetic imperialist stop here. Believing that "a nation to be great should be always striving to be greater," he began to develop a vigorous forward policy which seemed to have as its goal nothing less than the control of Yunnan and Southeast China. Colonial expansion was necessary to the continued existence of France, he declared.
