Several governments are preparing to cut a canal through the Isthmus of Panama, or Darien, or Tehuantepec, as has already been done with that of Suez; and soon ships starting from Western Europe will, with the aid of steam, traverse the Atlantic and Pacific Oceans successively as two large lakes to land their passengers and cargoes on the frontiers of China and India.

Citizens of the United States have undertaken the connection of the two oceans by means of a railroad across the Isthmus of Tehuantepec, under grants of the Mexican Government to a citizen of that Republic.

I deem it to be my duty once more earnestly to recommend to Congress the passage of a law authorizing the President to employ the naval force at his command for the purpose of protecting the lives and property of American citizens passing in transit across the Panama, Nicaragua, and Tehuantepec routes against sudden and lawless outbreaks and depredations.

As an elucidation, let us suppose that the usual route to the same destination, round Gape Horn, from a more central part of the Union Philadelphia, for example is 16, 150 miles; in that case the distance saved, independent of less sea risk, would be as follows: From the Delaware to Guassacualco, 2100 miles; across Tehuantepec to the Pacific, 120; to the Sandwich Islands, 3835; to the Ladrone do., 3900; and to Canton, 2080 total, 12,035 miles; whereby the saving would be 4115, besides affording greater facilities for the application of steam.

The commissioner of the United States was authorized to agree to the establishment of the Rio Grande as the boundary from its entrance into the Gulf to its intersection with the southern boundary of New Mexico, in north latitude about 32 degree, and to obtain a cession to the United States of the Provinces of New Mexico and the Californias and the privilege of the right of way across the Isthmus of Tehuantepec.

His coins are much prized by the indians for necklaces and earrings, and even at Tehuantepec we had seen women wearing his little gold pieces in their ears. As it was, we made it with great difficulty in two, our mule Chontal apparently being completely worn out. We crossed the llano, passed through patches of pines, and then came out upon a terrible country of limestone hills.

No such power should occupy a position that would enable it hereafter to exercise so controlling an influence over the commerce of the world or to obstruct a highway which ought to be dedicated to the common uses of mankind. The routes across the Isthmus at Tehuantepec and Panama are also worthy of our serious consideration.. They did not fail to engage the attention of my predecessor.

Without such a provision our citizens will be constantly exposed to interruption in their progress and to lawless violence. A similar necessity exists for the passage of such an act for the protection of the Panama and Tehuantepec routes.
