The theory was that the king was absolute owner of all the territory; the great lords holding their titles from him on condition of military service, their vassals pledging military service and obedience to them again on similar terms, and sub-vassals again to them repeating the pledge; and so on in descending chain, until at last the serf, that wretched being whom none looks up to nor fears, is ground to powder beneath the superimposed mass; no appeal from the authority, no escape from the caprice or cruelty of his feudal lord.

But, latterly, even sub-vassals and henchmen of no rank have taken to so riding. This is a flagrant impertinence. Henceforward the daimyo of the provinces, and such of their kinsfolk as are men of distinction subordinate to them, may ride without applying for Government permission.

It was certainly his single aim to simplify England into a popular autocracy, like that growing up in France; with that aim he scattered the feudal holdings in scraps, demanded a direct vow from the sub-vassals to himself, and used any tool against the barony, from the highest culture of the foreign ecclesiastics to the rudest relics of Saxon custom.

Such of the resident Officials of the Ritterdom as are prepared to go along with us, we will in like manner constitute permanent Feudal Proprietors of what they now possess as Life-rent, and they shall be Sub-vassals under us as Hereditary Duke. 3.
