The treasury of the Republic was exhausted from the effects of the uprising of the Sinou river tribes; but Dr. Hall was fortunately present, and supplied the Government with a loan from the funds of the Maryland Society.
The foundation of independent settlements at Bassa Cove and Sinou by the New York, Pennsylvania and Mississippi Societies, and their union in 1837 into the Commonwealth, has been considered. A much more important colony was founded by Maryland at Cape Palmas, which for years maintained its independence. In 1831, the Maryland State Colonization Society was formed.
The Maryland colonists were thoroughly aroused to the weakness of their isolated position, and determined to have union with Liberia at any price. It was known that the Republic was willing to admit Maryland only as a county, on precisely the same terms as the other three Montserado, Sinou, and Bassa.
At present, however, they avoid English ships, call themselves 'Americans, and willingly serve on board the Yankee craft which load with coffee, cam-wood, and palm-oil. We steamed along the Cape, River, and Town of Sinou, the very home of the Kráo, or Krumen, strictly speaking a small tribe.
The third station is on the Sinou river, 150 miles down the coast from Monrovia, where, at the mouth of the river, is the town of Greenville, and a few miles higher up, the newer settlements of Readville and Rossville. It is under the care of the Rev. James M. Priest. The number of communicants, at the latest date, was thirty, and the field of labor was rapidly enlarging by immigration.
The return of the Krumen repeats the spectacles of Sinou, and war being here chronic, the canoe-men come off armed with guns, swords, and matchets.
The Maryland Society first started an important settlement at Cape Palmas, of which we shall make a special study. Bassa Cove was settled by the joint action of the New York and Pennsylvania Societies; Greenville, on the Sinou river, by emigrants from Mississippi; and the Louisiana Society engaged in a similar enterprise.
One of the leading objects of Benson's policy was the improvement and elevation of the aborigines; but his designs were in part frustrated by the outbreak of a stubborn and exhausting war with the native tribes dwelling about the Sinou River. Details must be omitted for want of space; but this war devastated four settlements and sadly depleted the national treasury.
