In the peace that followed, a whole empire was torn from the bloody hands of the Turks, and four Christian peoples were saved from their savage rule. Bulgaria, Roumania, Roumelia, and Servia now belong to themselves, and all this has come about from the efforts of an unknown young Ohio man, who went abroad to study the languages, and changed the map of Europe.

Besides the ox- trains, large, straggling trains of pack-ponies and donkeys occasionally fill the whole roadway; they are carrying firewood and charcoal from the mountains, or wine and spirits, in long, slender casks, from Roumelia; while others are loaded with bales and boxes of miscellaneous merchandise, out of all proportion to their own size.

Roumelia was the name Jack had given the rose-lands near the stream, in fanciful allusion to the Turkish province of flowers. Halting at the gardener's cottage, Vincent procured an immense pair of shears, like a double rapier in size, and, bidding the man follow to gather the blossoms, he pushed into the blooming vineyard.

I rode to the Roumelia Khan, the hostel at which I had left my interpreter, and thence after a hurried meal, he and I set out in search of the commandant who, with his staff, had taken possession of the mansion of some Bulgarian notable.

The part of old Bulgaria that lay south of the Balkan Mountains was named Eastern Roumelia and given its own civil government, but was left under the military control of Turkey. Bosnia and Herzegovina were placed under the control of Austria. All that Russia obtained for her victories were some provinces in Asia Minor.

In 1885, obedient to the earnest wish of its inhabitants, Eastern Roumelia was incorporated with Bulgaria as a united principality, and that much of the Treaty of Berlin torn up. Turkey, whose rights were chiefly affected, decided not to make war upon this issue.

On the right hand of the Danube, Mæsia, which, during the middle ages, was broken into the barbarian kingdoms of Servia and Bulgaria, is again united in Turkish slavery. The appellation of Roumelia, which is still bestowed by the Turks on the extensive countries of Thrace, Macedonia, and Greece, preserves the memory of their ancient state under the Roman empire.

Corruption and favouritism paralyzed the Government at Constantinople; masterful pachas, aping the tactics of Ali Pacha, the virtual ruler of Albania, were beginning to carve out satrapies in Syria, Asia Minor, Wallachia, and even in Roumelia itself.

Servia and Roumania, as well as Montenegro, were declared independent. Bulgaria was divided into two portions; the southern of which, called East Roumelia, was to be governed by the Sultan directly, but with a separate administration under a Christian governor. To Austria, the military occupation of Bosnia and Herzegovina, which meant the possession of these provinces, was yielded.

The province which we have formed into Eastern Roumelia had been the scene of many excesses, by parties on both sides, to which human nature looks with deep regret; and it was thought advisable, in making these arrangements for the peace of Europe, that we should take steps to prevent the probable recurrence of such events.
