The folk-mote, or primary assembly, and the witenagemote, or assembly of notables. Origin of representative government in the Teutonic shire. Representation unknown to the Greeks and Romans. The ancient city as a school for political training. Intensity of the jealousies and rivalries between adjacent self-governing groups of men.

The growth of this system is a curious commentary on the purely mercenary policy which is ordinarily supposed to govern the investments of capital. The railroads of the United States are as much the products of social rivalries and the fruits of an ineradicable democratic instinct for popularizing all advantages, as of any commercial emulation.

Scarcely a century ago the traditional policy of European states and the rivalries of sovereigns were the principal factors that shaped events. The opinion of the masses scarcely counted, and most frequently indeed did not count at all.

The fate of Iztapalapan excited consternation among the other cities, and many sent in to make their submission, among them Otompan and Chalco. Old grudges, new rivalries, a scholar's venom, a priest's dislike, here was final vent for all. None need leave this feast unsated! It was a man of this class, sent out for the purpose, who first espied Count Hannibal's company approaching.

And Heaven knew that he was always able to garner an abundant harvest of news in that closed Vatican swarming with prelates of every kind, in that womanless pontifical family of old begowned bachelors, all secretly exercised by vast ambitions, covert and revolting rivalries, and ferocious hatreds, which, it is said, are still sometimes carried as far as the good old poison of ancient days.
