Lord QUARENDON spoke next, in the following manner, being his first speech: Sir, having-but very lately had the honour of a seat in this assembly, I am conscious how little I am acquainted with either the subjects or forms of debate, and should, therefore, continue to listen to the sentiments of persons more experienced, with silent veneration, did I not observe with how much indulgence they are heard who mean well, however deficient in knowledge, or in eloquence.
This motion, which was seconded by lord Quarendon, son of the earl of Lichfield, gave rise to a warm debate; and Mr. Sandys declaimed against it, as a step that would bring on an immediate dissolution of the present form of government. It is really amazing to see with what effrontery some men can shift their maxims, and openly contradict the whole tenor of their former conduct. Mr.
Lord QUARENDON spoke next to the effect following: Sir, I am so far from thinking that the past conduct or the present proposals of the ministry deserve approbation, that, in my opinion, all the arguments which have been produced in their favour are apparently fallacious, and even the positions on which they are founded, and which are laid down as uncontrovertible, are generally false.
I hope every man who regards either his own reputation, or that of the senate, or professes any solicitude for the publick good, will oppose the motion. Lord QUARENDON spoke to this effect: Sir, I am always inclined to suspect a man who endeavours rather to terrify than persuade. Exaggerations and hyperboles are seldom made use of by him who has any real arguments to produce.
