The introduction of the Carnegie Foundation's Report on Medical Education says: "'In a society constituted as are our Middle States, the interests of the social order will he served best when the number of men entering a given profession reaches and does not exceed a certain ratio.... For twenty-five years past there has been an enormous over-production of medical practitioners.
The markets of the world have become glutted with the article, owing to the enormous over-production in Europe from the beet. The plantations devoted to the raising of the sugar-cane in Cuba spread out their extensive fields, covered with the corn-like stalks, without any relief to the eye, though here and there the graceful feathery branches of the palm are seen.

But can the proprietors of mines be prevented from associating, from reducing their general expenses and costs of exploitation, and from working their mines to better advantage by a more perfect understanding with each other? Shall they be ordered to begin their old war over again, and ruin themselves by increased expenses, waste, over-production, disorder, and decreased prices?
When the workers are society they will regulate their labour, so that the supply and demand shall be genuine, not gambling; the two will then be commensurate, for it is the same society which demands that also supplies; there will be no more artificial famines then, no more poverty amidst over-production, amidst too great a stock of the very things which should supply poverty and turn it into well-being.
