It has been said<1> that this periodicity of the brain-wave cannot furnish the necessary condition for rhythm, inasmuch as it is itself a constant, and could at most be applied to a series which was adapted to its own time. But this objection does not fit the facts.
"Neither race nor tradition," says Professor Hugo Münsterberg in his volume on "The Americans," "nor the actual past, binds the American to his countrymen, but rather the future which together they are building."
Munsterberg in his book "The Americans" has a page which is very much to the point. "The most important factor of the aristocratic differentiation of America is higher Education and culture and this becomes more important every day. The social importance ascribed to a college graduate is all the time growing. It was kept back for a long time by unfortunate prejudices.
It was the expression of Doctor Drechsler, head of the Amerika-Institut in Berlin, and one of the powerful propaganda triumvirate composed of himself, Doctor Bertling, and the late Professor Munsterberg. With the increasing deterioration inside the German Empire the resolve of the Chancellor to avoid a clash with the United States strengthened daily.
The Münsterberg associated-word test of intelligence and other psychological experiments are among the efforts made to establish such standards. These are valuable as far as they go and probably yield all the information that their originators claim for them, which, unfortunately, is not a great deal.
The author not only gives an account of the conference held at the Waldorf-Astoria between Ambassador von Holleben, Professors Munsterberg of Harvard and Schoenfield of Columbia and himself, on the one side, and Herman Ridder on the other, but he gives the instructions from Berlin that Herr Ridder could only keep his subsidy from the German Government for the New Yorker Staats Zeitung by placing his fealty to Germany first and subordinating his Americanism, and that otherwise Ambassador von Holleben would found a rival German paper that would have back of it "unlimited resources, to wit: the total resources of the German Empire."
