In this movement we have two facts that are not devoid of significance in institutional history: first, the welding together of separate tribes, as the Sauks and Foxes, and the Miamis, Mascoutins and Kickapoos; and second, a commingling of detached families from various tribes at peculiarly favorable localities. Benjamin Sulte was one of the first to discover that the Mascoutins had been in Nebraska, though he does not attempt to trace this part of Radisson's journey definitely. The entire account of the people on "the Forked River" is so exact an account of the Mandans that it might be a page from Catlin's descriptions two centuries later.

At the same date we find D'Iberville, of Louisiana, proposing a scheme for drawing the Miamis, Mascoutins and Kickapoos from the Wisconsin streams to the Illinois, by changing their trading posts from Green Bay to the latter region, and drawing the Illinois by trading posts to the lower Ohio.

From Frontenac, on Lake Ontario, north to Hudson's Bay, was French land. To the westward, along the Ottawa River, and skirting the north shore of Lake Huron to Michillimackinac and Green Bay, were the strong French allies, the Hurons, Ottawas, Nipissings, Kiskagons, Sacs, Foxes, and Mascoutins. The explorers estimated the distance from the country of the Mascoutins to the portage to be three leagues, and from the portage to the mouth of the Miscousing forty leagues. In the lower Missipy there are several other nations very numerous with whom we have no commerce and who are trading yet with nobody. Above Missoury river which is of the Mississippi below the river Illinois, to the south, there are the Mascoutins Nadoessioux, with whom we trade, and who are numerous.

The hostile warriors, meeting in a Neutral cabin, were forced to keep the peace, though, once in the open air, the truce was at an end. Yet this people were abundantly ferocious, and, while holding a pacific attitude betwixt their warring kindred, waged deadly strife with the Mascoutins, an Algonquin horde beyond Lake Michigan.

God seemed to have formed, in these remote realms, an Eden of surpassing loveliness for the abode of his children. Three tribes, in perfect harmony, occupied the region the Miamis, Mascoutins, and Kickapoos. There was a large village with abundant corn-fields around. River and lake, forest and prairie were alike alive with game.

As early as 1687 the Foxes, Mascoutins and Kickapoos, animated apparently by hostility to the trade carried on by Perrot with the Sioux, their enemy at that time, threatened to pillage the post at Green Bay.
