In our own times, we have seen the same thing often enough. When clergy have maladministered church property, Parliament has appointed ecclesiastical commissioners. Common sense prescribes taking slovenly work out of lazy hands. The more rigidly that principle is carried out in the church and the nation, at whatever cost of individual humiliation, the better for both.
But justice is not fully and certainly secured by the maintenance of particular political institutions, however excellent. Political institutions are not self-acting. They are only instrumentalities for the action of society. They are not only to be established and maintained; they are to be administered, and the best institutions may be maladministered.
No doubt a government with bad statutes and wrong laws, may be so administered as to produce a tolerable degree of national comfort and development for a season; while a Constitution perfect in its theories and principles, may be so maladministered as to corrupt and distract, impoverish and demoralize, a people.
Reflecting upon the evils which befell me, and the gross mismanagement, under my guardians, of my small fortune, and that of my brothers and sisters, it has often occurred to me that so important an office, which, from the time of Demosthenes, has been proverbially maladministered, ought to be put upon a new footing, plainly guarded by a few obvious provisions.
We thought that it was maladministered, and that the very estimable and reverend gentleman who held the office of warden was somewhat too highly paid for duties which were somewhat too easily performed. This gentleman and we say it in all sincerity and with no touch of sarcasm had never looked on the matter in this light before.
Hardin's hand clutches a revolver in his pocket. He glares uneasily at Joe Woods, at Peyton, at the ex-clerk. He breathlessly waits for the solemn voice of Davis: "We propose, your Honor, to introduce evidence that the late Maxime Valois left a will. We propose to prove that the estate has been maladministered.

Meanwhile the North African society on which the rebels lived, and which, with their various recruits Moors, escaped slaves, criminals they maladministered and half ruined, was and remained Roman. In the case of local Italian government the case is quite clear. There was never any question of "invasion" or "conquest."
