It was made up of two parts, a preamble, which is a plantation covenant like that signed in the cabin of the Mayflower, and a series of laws or orders passed either separately or together by the court which drafted them. This court was a lawmaking body and it made public the laws when they were passed.

This violent assault upon liberty, this crude defiance of the most settled principles of lawmaking and of government, this division of the country as it has been well expressed into the hunters and the hunted, this sowing of dragons' teeth in the shape of lawlessness and contempt for law, has not been the dictate of imperious necessity, but the indulgence of the crude desire of a highly organized but one-idead minority to impose its standards of conduct upon all of the American people.

The countries which have adopted this desirable reform, it is said, "are so-called constitutional monarchies in which, as in England, there is no written constitution, and the Parliament or lawmaking body is supreme. In our country the Federal and State Constitutions are the charters which demark the extent and the limitation of legislative power."

He is still the party chanticleer. The political power of the House, however, cannot be calculated without admitting to the equation the Senate, the third official unit, and, indeed, the most powerful factor in the national hierarchy. The Senate shares equally with the House the responsibility of lawmaking, and shares with the President the responsibility of appointments and of treaty-making.

The real legislative power rests with the lower chamber, which directly represents the middle and lower classes, professional, business, and industrial. The action of lawmaking bodies is usually limited in scope by the provisions of a written constitution, and is modified by the public opinion of constituents.

That year, which also witnessed the passing of the Circumspecte agatis, stands out as the most fruitful in lawmaking in the whole of Edward's reign. The second statute of Westminster, passed in the spring parliament, partook of the comprehensive character of the first statute of that name.

Failures? Not so. Every seeming defeat was a slow success. His was the growth of the oak, and not of Jonah's gourd. He could not become a master workman until he had served a tedious apprenticeship. It was the quarter of a century of reading, thinking, speech-making and lawmaking which fitted him to be the chosen champion of freedom in the great Lincoln-Douglas debates of 1858.

The children of her persecutors unite with others in a petition to the lawmaking power which was induced to brand her as a criminal, to atone for past wrongs by present relief. It is safe to say that the Canterbury of to-day would gladly blot from history this story of the Canterbury of a half century ago. There is a very patent moral to this "Canterbury tale."

Here, then is another important step in the acquisition of a large part of the country's resources by the Vanderbilts. A recapitulation will not be out of place. His first millions obtained by blackmailing, Commodore Vanderbilt then uses those millions to buy a railroad. By further fraudulent methods, based upon bribery of lawmaking bodies, he obtains more railroads and more wealth.

"This dense Negro crowd... do the debating, the squabbling, the lawmaking, and create all the clamor and disorder of the body.
