Under the party whip the bill to reorganize the Supreme Court was driven through both houses of the legislature, and unofficially ratified by Lord Coke's Assembly in the lobby. Already it was noised abroad that Douglas was "slated" for one of the newly created judgeships.

He spoke of the spoliators in the State Legislature as "an assembly of manikins whose object is never higher than their breeches pockets; seekers of jobs and judgeships, anything for pap or plunder, an amalgamation of white rogues and blind negroes, gouging the treasury and disgracing Georgia." He was a violent foe of exemptions, of bounties, and of all sorts of corruption and fraud.

Our focus has been two-fold: to provide American women with a full range of opportunities and to make them a part of the mainstream of every aspect of our national life and leadership. I have appointed a record number of women to judgeships and to top government posts. Fully 22 percent of all my appointees are women, and I nominated 41 of the 46 women who sit on the Federal bench today.

Until very recently the Supreme Court judges of New York bought their positions by making substantial contributions to the Tammany treasury. The inferior judgeships went considerably cheaper. A man who stood in with the Big Boss might get a bargain. I have done business with politicians all my life and I have never found it necessary to mince my words.

He fairly showered offices commissionerships, trusteeships, judgeships, political nominations, and executive positions generally on those who did his bidding faithfully and without question. Compared with Butler and Mollenhauer he was more powerful than either, for he represented the State and the nation.

The special session of the 65th Congress, known as the "War Congress," adjourned in October, 1917, having passed every measure recommended as a war measure by the President. In addition, it found time to protect by law migratory birds, to appropriate forty-seven million dollars for deepening rivers and harbors, and to establish more federal judgeships.

Even more profitable were the indirect gains. If Monsieur A had gained his case in court, it was quite to be expected that in his joy Monsieur A would make a handsome present to the judge who had given the decision. At least, that is the way the judge would have put it. As a plain matter of fact the judges were bribed, and justice was too often bought and sold like judgeships.

King, Constitution, and Church, forever! which, being interpreted, means, first, King or Crown influence, judgeships, and garters; secondly, Constitution, or fees to the lawyer, places to the statesman, laws for the rich, and Game Laws for the poor; thirdly, Church, or livings for our younger sons, and starvings for their curates!"
