Despite the insistence of reason and experience that strength and stability are the result of unity, tradition, custom and habit have held human society at the level of political, economic and ideological diversity.

World oneness is laced by contradictions, confrontations, conflicts; by traditional, customary, habitual, ideological, legal, and national barriers of greater or lesser rigidity.

Since the driving force of colonialism itself was economic exploitation, it was perhaps inevitable that most movements of liberation assumed a broadly socialistic ideological cast. Within only a few short years, these circumstances had created a fertile ground for exploitation by the world’s superpowers.

The second reason is the arrogant, self-righteous, peremptory, bragging, bullying, dictatorial approaches adopted by civilized people in their dealings with those who live on the fringes or outside the pale of civilization. The first reason is an inescapable consequence of the political, economic, ideological and sociological assumptions of the civilizing process.

The San Francisco Conference which founded the United Nations organization was looked upon by peoples around the world as the sunrise of a new day of peace and brotherhood. While hope ran high in most quarters, some of these same peoples were suspicious about its lofty ideological character.

While the Lutheran Reformation fell in Germany and Germany declined, the Calvinistic served as a standard to the republicans in Geneva, in Holland, in Scotland, freed Holland from German and Spanish domination, and gave an ideological dress to the second act of the bourgeois revolution which proceeded in England.

And their racial, nationalistic and ideological conflicts are rapidly reaching the explosion point. A series of all-out atomic wars is just what that sector needs, to bring their population down to their world's carrying capacity; in a century or so, the inventors of the atomic bomb will be hailed as the saviors of their species." "But how about my work on the Akor-Neb Sector?" Dalla asked.

This policy serves the national interest of the United States in several important ways: by encouraging respect by governments for the basic rights of human beings, it promotes peaceful, constructive change, reduces the likelihood of internal pressures for violent change and for the exploitation of these by our adversaries, and thus directly serves our long-term interest in peace and stability; by matching espousal of fundamental American principles of freedom with specific foreign policy actions, we stand out in vivid contrast to our ideological adversaries; by our efforts to expand freedom elsewhere, we render our own freedom, and our own nation, more secure.

The main sociological purpose of each civilization has been to impose central authority and universality upon political, economic and ideological diversity. Every civilization has been confronted with the advantages of unity over diversity. Every civilization has professed its devotion to unity.

But I think you know that to really solve this problem, we'll all have to put our heads together, leave our ideological armor aside, and find some new ideas to do even more. The Role Of Government And let's be honest, we all know something else, too. Our problems go way beyond the reach of government.
