General Houchard, I find, is arrested, for not having, as they say he might have done, driven all the English army into the sea, after raising the siege of Dunkirk; yet a few weeks ago their utmost hopes scarcely amounted to the relief of the town: but their fears having subsided, they have now leisure to be jealous; and I know no situation so little to be envied under the present government as that of a successful General.
