When this city therefore and the hosts within it were destroyed, all the rest of Sihon's land lay open before them. Israel's victory was all the more marvelous, because Heshbon was an exceptionally well fortified city, so that, had gnats been its inhabitants, it could not have been captured by mortal means, much less so when manned by the hero Sihon and his heroic warriors.
And Israel sent messengers unto Sihon king of the Amorites, the king of Heshbon; and Israel said unto him, Let us pass, we pray thee, through thy land into my place. But Sihon trusted not Israel to pass through his coast: but Sihon gathered all his people together, and pitched in Jahaz, and fought against Israel.
Similarly in the case of Sihon king of Heshbon we read in Deuteronomy 2, 30: "But Sihon king of Heshbon would not let us pass by him: for the Lord thy God hardened his spirit, and made his heart obstinate, that he might deliver him into thy hand, as at this day."
Of course it does not follow that the whole of this area was occupied at one and the same time. "There is a fire gone out of Heshbon," it said, "a flame from the city of Sihon: it hath consumed Ar of Moab, and the lords of the high places of Arnon.
Heshbon, Sihon's capital city, had formerly belonged to Moab; but the Amorites, thanks to Balaam and his father Beor's support, had taken from Moab these and some other regions. The Amorites had hired these two sorcerers to curse Moab, with the result that the Moabites were miserably defeated in the war against Sihon. "Woe to thee, Moab! Thou art undone, O people of Chemosh!"

For a fire has gone forth from Heshbon, a flame from the city of Sihon; it hath consumed Ar of Moab, and the Baalim of the high-places of Arnon. Moab was avenged by Israel. The Amorites were crushed by the Israelitish forces, though the lands they had taken from Moab were not restored to their original owners.
After he had slain Sihon the king of the Amorites, which dwelt in Heshbon, and Og the king of Bashan, which dwelt at Astaroth in Edrei: On this side Jordan, in the land of Moab, began Moses to declare this law, saying,
With the fall of Heshbon Israel came into possession of all the land of Sihon, with the exception of Jazer, and Moses therefore sent spies to that city. The men whom he sent there, Caleb and Phinehas, were not only capable warriors, but also pious men.
