The Colonial Secretary had spoken of the wisdom of forgetting old divisions, but he never permitted himself to forget that the French leaders La Fontaine, Viger, Girouard had all been, in some fashion or other, involved in the troubles of 1837.
For many years prior to the arrival of Sir Percy Girouard the country has been administered by weak executives, and its progress has been greatly retarded thereby. The last governor was kind, but inefficient, and some months ago was sent to the West Indies, where he is officially buried. Roosevelt came, sized up the situation, and made a speech at a big banquet in Nairobi.
A capable sailing-master, Gaspard Girouard, was found, L'Emerillon was soon fitted out; and as she was ostensibly merely going to Canada to bring back a load of furs, more hardy seamen than were necessary flocked to join her on her voyage. The April breezes wafted them across the Atlantic without mishap.

On this steamer there were several interesting people. First in station and importance was Sir Percy Girouard, the newly appointed governor of British East Africa, who was going out to Nairobi to take his position. Sir Percy is a splendid type of man, only about forty-two years old, but with a career that has been filled with brilliant achievements. He was born in Canada and was knighted in 1900.
