Such were the wars of Ghenghis Khan, Tamerlane, Mahomet, and Napoleon; such were the wars by which most tribes grew to be great nations, and by which as nations they subsequently fell. No greater cause of war has ever existed than a disproportion between countries or tribes of such a character that one was rich and weak, while the other was strong and poor.

Here they made their way to the capital city of the Great Mongol Empire, the seat of government where ruled the Great Khan, a very mighty potentate, Kublai Khan, grandson of the famous conqueror, Ghenghis Khan. Kublai Khan resided at the wonderful city of Cambuluc, which we now know as Pekin.

So it was under Nero and Ghenghis Khan, and so it is to-day, even under the most liberal government in the Republics of the United States or of France. If men submit to authority, it is only because they are liable to these punishments in case of non- submission.

Herzen's prophecy of the modern Ghenghis Khan with his telegrams is completely realized by this governor. Before the town hall of the district were the soldiery, a battalion of police with their revolvers slung round them with red cords, the persons of most importance among the peasants, and the culprits. A crowd of one thousand or more people were standing round.

After Saladin's death his empire gradually crumbled to pieces, and under Ghenghis Khan an invasion took place of hordes of Mongols and Tartars, of whom the Ghuz had been merely the precursors. They overran China and Russia, Persia, and parts of Western Asia. The effete Caliphate at Bagdad was overthrown, but to Islam itself fresh life was imparted.

The governments of our day all of them, the most despotic and the liberal alike have become what Herzen so well called "Ghenghis Khan with the telegraph;" that is to say, organizations of violence based on no principle but the grossest tyranny, and at the same time taking advantage of all the means invented by science for the peaceful collective social activity of free and equal men, used by them to enslave and oppress their fellows.
