All his efforts to get the order cancelled failed, and as he did not obey it he was struck off the list of employed general officers on the 15th of September 1795, the order of the 'Comite de Salut Public' being signed by Cambaceres, Berber, Merlin, and Boissy.
Instead of delivering his letter to Morris, Jackson lodged it with the Comite de Salut Public as a credential, and represented his country on the strength of it. The Convention, careless of the opinion of the "leagued despots," as well as of Major Jackson, replied, that Paine was an Englishman, and the demand for his release unauthorized by the United States.
His application to go to Turkey still, however, remained; and it is a curious thing that, on the very day he was struck off the list, the commission which had replaced the Minister of War recommended to the 'Comite de Saint Public' that he and his two aides de camp, Junot and Livrat, with other officers, under him, should be sent to Constantinople.
If only, like the Maltese, they would talk less and do more in certain respects, the "comite du peuplement" might close its doors. But such recklessness would ill comport with the ant-like hiving quality which paid back, within I forget how few years, the German war indemnity.
The opening up of the Congo was entirely due to the initiative of King Leopold of Belgium aided by the explorations of the late Sir H.M. Stanley. In 1878, after Stanley's first descent of the Congo, a society of philanthropists was formed called the Comité d'études du Haut-Congo but this was changed in 1882 to the Association Internationale du Congo.
The plea for this paltry measure is, that, according to the report of a deserter escaped from Toulon, Lord Hood has hanged one Beauvais, a member of the Convention. I have no doubt but the report is false, and, most likely, fabricated by the Comite de Salut Public, in order to palliate an act of injustice previously meditated.
"You are going to see Mlle. des Touches; all the pretty women with any pretensions to wit will be at her house en petit comite. Literature, art, poetry, any sort of genius, in short, is held in great esteem there. It is one of our old-world bureaux d'esprit, with a veneer of monarchical doctrine, the livery of this present age."
Monsieur de Balibari dines at the missions, but en petit comite, not on grand days of reception. Calsabigi, I think, is his confederate at play. He has won lately; but the week before last he pledged his solitaire for four hundred ducats. 'Do he and the English attaches talk together in their own language?
Figaro himself may have looked up to his master the Marquis as a superior being as long as the law enabled the Marquis to send him to the Bastile by a lettre de cachet; yet Figaro may have known and seen enough to excuse him, when lettres de cachet were abolished, for handing the Marquis over to a Comite de Salut Public.
Aubry was, however, on the Comite in June 1795, and signed the order, which probably may have originated from him, for the transfer of Bonaparte to the infantry.
