In April, 1885, the Colombian government, which was embarrassed by civil war, called upon the United States for the fulfillment of the treaty of 1846, to secure the neutrality and sovereignty of the isthmus. President Cleveland at once sent a body of troops to the isthmus with instructions to confine their action to preventing the transit and its accessories from being interrupted or embarrassed.

However, before the meeting of the Colombian congress in November, 1913, which was expected to confirm the concession, Lord Cowdray, the president of Pearson and Son, withdrew the contract, alleging as his reason the opposition of the United States.

I have even given you a hint that to delay longer in Barranquila might endanger your enterprise; since the government is just now very anxious to acquire such wonderful modern agents of warfare, as your aeroplane. It only remains to shake your hands, both, amigos, and wish you every good fortune your valor deserves." They squeezed the hand of the fine old Colombian gentleman with vigor.

The dispatch further calls on us to restore order and secure Colombian supremacy in the Isthmus from which the Colombian Government has just by its action decided to bar us by preventing the construction of the canal.

This, of course, is proof positive that the Colombian dictator had used his Congress as a mere shield, and a sham shield at that, and it shows how utterly useless it would have been further to trust his good faith in the matter.

The Colombian politicians, however, who were banditti of the Tammany stripe, but as much cruder as Bogota was than New York City, suddenly discovered that the transaction might be much more profitable for themselves than they had at first suspected.

It was, indeed, necessary tomake a partyin this way, as other schemers were already trying to undermine the Colombian company in influential directions. The engineer did not exaggerate when he said, “The uncertainty of transacting business in this country is perplexing beyond description.”

In reply to this the American consul replied, "The uprising has not occurred yet; it is announced that it will take place this evening. The situation is critical." The Colombian Government had sent troops to put down the insurrection but the Commander of the United States forces, acting under instructions sent from Washington on November 2, prevented the transportation of the troops.

The only place where we heard of Pirates, during our cruise, was at a Key, thirty or forty miles Easterly of Cruz del Padre, where we fell in with a man who had been a pilot in the Colombian service.

The relations between this Government and that of the United States of Colombia have engaged public attention during the past year, mainly by reason of the project of an interoceanic canal across the Isthmus of Panama, to be built by private capital under a concession from the Colombian Government for that purpose.
