Personally, I believe, Henderson was as moderate and tolerant a man as any British ecclesiastic of his time. In no Church where he bore rule could there, by possibility, have been any approach to the tetchy repressiveness, or the callous indifference to suffering for the sake of conscience, that characterized the English Church-rule of Laud.

It was a perilous undertaking for them to carry out changes in worship against the decided will of a majority of the people. Some members of the Council declared their opposition to it. The mass, they thought, might be permitted, without bringing back episcopal power and foreign church-rule. But the Great Council firmly rejected every such compromise.

But, apart from the Covenant, how did the Propositions treat the cause of Presbyterial government in England and of conformity of Church-rule in the two kingdoms? Most miserably! No pressing of Presbytery to full purity and completeness, but rather a cynical acquiescence in the imperfect Presbytery that had already been set up, and a glee in not being committed even to that beyond three years!

But the internal elements of the discord were too potent for the maintenance of this régime. The Medici were recalled; and this time Florence fell under the shadow of Church-rule, being controlled by Leo X. and Clement VII., through the hands of prelates whom they made the guardians and advisers of their nephews.

The establishment of man-made creeds and the concentration and centralization of church power and governmental authority in human hands a church-rule patterned after the kingdoms of this world is a rejection of the divine government of God just as the appointment of a king in the Old Testament times was a rejection of God's plan of governing Israel.
