We find, therefore, that although renowned religionists went from Japan during the reign of Kwammu and familiarized themselves thoroughly with the Tang civilization, they did not, on their return, attempt to popularize the political system of China, but praised only her art, her literature, and certain forms and conceptions of Buddhism which they found at Changan.

An early step to disarm the nations, and have all weapons sent to Changan; then, with these, to furnish forth a great standing army, which he sent out under Meng-tien to conquer. The Middle Kingdom and the quondam Great Powers were quieted; then south of the Yangtse the great soldier swept, adding unknown regions to his master's domain.

They liked the idea of Hun-hurting; but again, considered China too far away for practical purposes. He struck down into Tibet; was captured again; held prisoner a year; escaped again, and got back to Changan in 126. A sadder and a wiser man, you might suppose; but nothing of the kind! Full, on the contrary, of brilliant schemes; full of the wonder and rumor of the immense west.

The fact that the metropolis at Changan was taken for model in building Kyoto prepares us to find that intercourse with the Middle Kingdom was frequent and intimate.

Then rorth and west, till the Huns and their like had grown very tame and wary; and over all these realms the Emperor spread his network of fine roads and canals, linking them with Changan: what the Romans did for Europe in road-building, he did for China.

Imperial decrees eulogized its mountains and rivers, and people recalled a prediction uttered 170 years previously by Prince Shotoku that the place would ultimately be selected for the perpetual capital of the empire. The Tang metropolis, Changan, was taken for model. Commenced in April, 794, the new metropolis was finished in December, 805.

The dynasty, as thus re-established by Kwang-wuti, is known as that of the Eastern Hans; for this reason: just as late in the days of the Roman empire, Diocletian was stirred by cyclic flowing east-ward to move his capital from Rome to Nicomedia, Constantine changed it afterwards to Byzantium, so was Han Kwang-wuti to move his from Changan in Shensi, in the west, eastward to Loyang or Honanfu, the old Chow capital, in Honan.

Another embassy was despatched in 654, and the records show incidently that the sea route was taken, for after a voyage lasting some months and therefore presumably of a coasting character, the envoys landed at Laichou in Shantung. They finally reached Changan, the Tang capital, and were most hospitably received by the Emperor Kao-sung.

In 213 he called a great meeting in the Hall of Audience at Changan. See the squat burly figure enthroned in grand splendor; the twelve weighty statues arranged around; the chief civil and military officers of the empire, thorough Taoists like himself, gathered on one side; the Academies and Censorates, all the leaders of the literati, on the other. The place was big enough for a largish meeting.

His gardens at Changan were famous; he had collectors wandering the world for new and ornamental things to stock them; very likely we owe many of our garden plants and shrubs to him. He consecrated mountains and magnificent ceremonies; and for the sake of the gods and genii appeared as flaming splendors over Tai-hsing and the other sacred heights.
