Better factories and kinder treatment to the great number of workmen, with fairer wage scale would bring nearer the possibility of marriage which takes not one, but two people out of the danger of the gutter. Minimum wage scales and protection of working women would make the condition of their lives better, so that they would not be forced into the streets and brothels to make their livings.

Jewish fathers took their daughters to brothels for safe hiding. Jewish women and girls were raped. Jewish homes were looted, and whole villages inhabited by Jews were burned down.

But even the civil magistrates must also suffer reforms to be enacted in their particular spheres; especially are they called on to do away with the rude "gluttony and drunkenness," luxury in clothing, the usurious sale of rents and the common brothels. This, by divine and human right, is a part of their enjoined works according to the Fourth Commandment.

"And this is the way he composed his book against King Henry, the Defender of Our Faith: he collected his stable-companions, and commissioned them to collect all manner of abuse and bad language, each in his own department. One of them among carters and boatmen; another in baths and gaming-houses; a third in barbers' shops and restaurants; a fourth in mills and brothels.

"We know well that even now there is a deal of traffic in young girls going on, and that a number of inmates of brothels are really slaves.... The only Europeans I have heard object to the Contagious Diseases Ordinance are those who, in their well-meant zeal, would abolish prostitution, and punish all parties engaged as criminals." Precisely!

In 1863 the sworn belief alone of the inspector secured convictions in 10 cases. In 1864, as far as the records show, public money was first used by informers to induce women to commit adultery with them, in order to secure their conviction, fine them, and enroll their abodes as registered brothels.

The men explained that these girls belonged to different women who were not their own mothers; that they came to sing and dance, and pour wine for the patrons who came to the place. They also explained that all these girls were brought from the brothels, and were either already living a bad life or were being trained up for prostitution.

Well, when you get into a town, the first thing is to fish out from the beadles, watchmen, and turnkeys, who are their best customers, and for these, accordingly, you must look out; then ensconce yourself snugly in coffee-houses, brothels, and beer-shops, and observe who cry out most against the cheapness of the times, the reduced five per cents., and the increasing nuisance of police regulations; who rail the loudest against government, or decry physiognomical science, and such like?

When Mark came to live in Keppel Street, most of the brothels and many of the public houses had been eliminated from the district, and in their place flourished various clubs and guilds. The services in the church were crowded: there was a long roll of communicants; the civilization of the city of God was visible in this Chatsea slum.

This Brune was, before the Revolution, a journeyman printer, and married to a washerwoman, whose industry and labour alone prevented him from starving, for he was as vicious as idle. The money he gained when he chose to work was generally squandered away in brothels, among prostitutes.
