Both Federalism and anti-Federalism were the mixed issue of an interest and a theory. The interest which lay behind Federalism was that of well-to-do citizens in a stable political and social order, and this interest aroused them to favor and to seek some form of political organization which was capable of protecting their property and promoting its interest.

From about 1834, the new political body thus gradually evolved was regularly called the Whigs, though the name had been heard ever since 1825. The doctrines characteristic of Whiggism were chiefly five: I. Broad Construction of the Constitution. This has been sufficiently explained in the chapter on Federalism and Anti-Federalism, and need not be dwelt upon.

In this region Federalism reigned supreme. The New-Englanders desired a strong, honest, and intelligent government; they thought, with John Adams, that "true equality is to do as you would be done by," and agreed with Hamilton, that "a government in which every man may aspire to any office was free enough for all purposes"; and judging from what they saw at home, they looked upon Anti-Federalism not only as erroneous in theory, but as disreputable in practice.

John Adams, years later, went to the heart of the matter when he said: "You say our divisions began with Federalism and anti-Federalism. Alas! they began with human nature." The foundation for the first two great national parties was a difference of opinion as to the nature and proper functions of the new government.

The issue over the adoption of the Constitution had produced Federalists and Anti-Federalists, but with its adoption Anti-Federalism as such became a thing of the past.

Inasmuch as the anti-Federalists were unruly democrats and were suspicious of any efficient political authority, the Federalists came, justly or unjustly, to identify both anti-Federalism and democracy with political disorder and social instability.

It would prevent or curb all but the most serious sectional disputes, while at the same time it would provide a much stronger guarantee for internal political order and social stability. An equally strong interest lay at the roots of anti-Federalism and it had its theory, though this theory was less mature and definite.

By your system we see unrighteousness in the essence, in effects, and in its native miseries. The rogues of every other state blush at the exhibition, and say you have betrayed them by carrying the matter too far. The very naming of your measures is a complete refutation of anti-federalism, paper money and tender acts, for no man chooses such company in argument.
