In the year 909, Fujiwara Tokihira died and was followed to the grave, in 913, by Minamoto Hikaru. For an interval of some years no minister of State was nominated; the Emperor Daigo himself administered affairs. For this interregnum in the sway of the Fujiwara, the Engi era is memorable.

Of this the sum of $45,525,319, including premium, has been discharged, reducing the debt to $30,963,909, all which might be paid within a year without embarrassing the public service, but being not yet due and only redeemable at the option of the holder, can not be pressed to payment by the Government.

The excess of expenditures over receipts for the previous year amounted to $6,437,992. The increase of revenues for 1869 over those of 1868 was $2,051,909, and the increase of expenditures was $967,538.

Now we have forty-five. Then our territory consisted Of 909,050 square miles. It is now 3,846,595 square miles. Education, religion, and morality have kept pace with our advancement in other directions, and while extending its power the Government has adhered to its foundation principles and abated none of them in dealing with our new peoples and possessions.

From the review of the fifty years' work it appeared that the sum of $2,558,907 had been expended, exclusive of outlay by the Maryland Society, and of the large sums expended by the United States Government. 11,909 emigrants had been sent over, in 147 vessels; of these 4,541 were born free, 344 purchased freedom, and 5,957 were emancipated for the purpose of going to Liberia.

Each year of its continuance made an enormous addition to the debt: and when in the spring of 1865, the nation successfully emerged from the conflict, the obligations of the Government had reached the immense sum of $2.873,992,909.

Of this sum the Master, Brethren, and Sisters absorbed with their buildings £4,102 8s. 2-3/4d.; the management expenses Were £909 5s. 6d.; the chapel cost £211 17s. 11d., sundries amounted to £141 6s. 10-3/4 d.; and the useful portion of the expenditure was represented by the sum of £554 9s. 7-1/2 d.
