The subject was not yet ripe for action during the stormy politics of 1850-1, and had again to be postponed for the presidential campaign of 1852. But after Pierce was triumphantly elected, with a Democratic Congress to sustain him, the legislative calm which both parties had adjured in their platforms seemed favorable for pushing measures of local interest.
He passed the winter of 1850-1 in Paris, where he learnt French, and attended sittings of the Legislative Assembly, and was especially interested by proceedings in the French law-courts. He kept the May term of 1851 at Cambridge, and went out in the 'Poll. To shew the falling off in trade during the gold year, it may be mentioned that the exports of wool in the two previous years were about 52,000 bales; and in 1850-1, about 48,000.
