It is found that the main sewer of the House of Commons is very large and out of all proportion to the requirements, is of two different levels, and discharges into the street sewer within eighteen inches of the bottom of the latter drain. There is thus a constant backflow of sewage.

Six hours later the moon takes the water out of the harbor and lets other boats slide the other way. New York itself has made use of the moon to get rid of its immense amount of garbage and sewage.

The grave was dug among some cocoanut palms out beyond the fetid swamp which lay in those days a crescent of foulness on three sides of the town. A wall separated the swamp from the houses, and over this wall the sewage used to be cast. Poles, bearing human heads, stuck out here and there. The swamp was crossed by a causeway. The proceedings were marked by a melancholy lack of dignity.

Since our conceptions of what constitutes a local administrative area were developed there has arisen the problems of water supply and of organized sewage, of railways, tramways, and communications generally, and of lighting and telephonic intercourse; there hangs over us, though the average local authority has no eyes to see it, the necessity of adapting our roads to accommodate an increasing new traffic of soft-tyred vehicles, and it is not improbable that heating by wholesale, either by gas or electricity, will presently be also possible and desirable.

He said that it meant inferior sidewalks, inferior street-lighting, inferior sewage facilities, and inferior police protection. Such lacks made for difficult neighborhoods in which to raise families in decency. If Washington's program was a sellout, as many believed, it is becoming increasingly clear that he did not intend his compromise as an end in itself.

The sewage, which is brought from the town partly by its own flow and partly by pumping apparatus, is conveyed away to well-drained sewage farms belonging to, but at a distance from, the city where it is utilised.

There Is no underground drainage system. All the sewage is carried away in huge open gutters, which run all through the town, and are at their worst and widest in the most central part, where all the principal shops and business places are situated. These gutters are crossed by little wooden bridges every fifty yards.

The filtering material used could be gradually prepared from the sludge obtained after electrical treatment, unless it could be more profitably sold as a manure, and I am not a believer in the value of sewage sludge in large quantities. This sludge, a waste product, is converted into magnetic oxide of iron, of which I have here two small samples.

A plentiful supply of pure water is distributed by pipes to various convenient parts of the colony, and several concrete bath and wash houses are conveniently located. A concrete sewage system leads all sewage to the sea. In this tropical climate it is, of course, unnecessary to provide any means of heating the buildings.

They would like to pass an Act of Parliament making it a capital offence for any guardian of the poor or relieving-officer to refuse to give the paupers as much as they should choose to ask for. Drainage is the strong point of some women. Sewage with them is the key to civilization.
