At first, apart from official religion, the Church of England appeared in Canada in missionary form, and about 1820 the Society for the Propagation of the Gospel had fifteen missionaries in Lower Canada, and seventeen in Upper Canada. But under the fostering care of governors like Colborne, and the organizing genius of Dr.
Neither was the contemptuous manner in which they had seen fit to refer to the Secretary's despatch written after the perusal of Mackenzie's memoir. A missive on the former subject had been sent to Sir John Colborne some months before the commencement of the session of 1832-3, the contents of which seem to have been promptly communicated to Messieurs Boulton and Hagerman.
Sir John Colborne, who was in command of the British military forces, immediately determined to disperse these gatherings by force and to arrest their leaders. His plan of campaign was as follows.
The defeat of Côté and his men at Lacolle meant that Nelson's line of communications with his base on the American frontier was cut. At the same time he received word that Sir John Colborne was advancing on Napierville from Laprairie with a strong force of regulars and volunteers. Under these circumstances he determined to fall back on Odelltown, just north of the border.
It was soon after the Rebellion, and there was little food to be had and less money, and winter was at hand. Pontiac, ever most loyal to old France, though obedient to the English, had herself sent few recruits to be shot down by Colborne; but she had emptied her pockets in sending to the front the fulness of her barns and the best cattle of her fields.
His successor as Lieutenant-Governor of Upper Canada was Major-General Sir John Colborne, a distinguished officer of the 52nd Regiment, who had done gallant service in the Peninsula, and had fought at Waterloo. He is described by Napier, the historian of the Peninsular War, as having developed "an extraordinary genius for war."
The future course of the rebels who had fled to the United States was still doubtful; there was a strong probability that they might create further disturbances. And, while the situation was still unsettled, Colborne thought it better to leave the fate of the prisoners to be decided by Durham. Durham's instructions were to temper justice with mercy.
But Gore, Maitland and Colborne had not presented themselves before them in the garb of tried Reformers. They had been the Tory emissaries of Tory superiors beyond sea, whose instructions they had generally carried out. All this had been changed; but the change, so far as Upper Canada was concerned, had been for the worse.
Their numbers during this period showed a good deal of fluctuation. Ultimately Girod succeeded in gathering about him nearly a thousand men. Not all these, however, were armed; according to Desèves a great many of them had no weapons but sticks and stones. By December 13 Sir John Colborne was ready to move.
His rashness and impetuosity sometimes led him to act on his own motion, and without waiting to take counsel from any quarter; but in all ordinary affairs of administration he was guided by Sir John Robinson quite as effectually as Sir John Colborne had ever been.
