No one who has known good government would exchange it for Ottoman government without the Capitulations as a guarantee. The Ottoman Government has its own characteristic view. In a memorandum on railways and reclamation, published by the Ministry of Public Works in 1909, a résumé is given of the Willcocks scheme.
Willcocks was dismissed from office and fell fighting on the American side in the War of 1812. In Lower Canada the clash was more serious. The French Canadians, who had not asked for representative government, eventually grasped its possibilities and found leaders other than those ordained for them.
When this was done, Colonel Willcocks collected the troops nearest to him and moved forward, at their head, along the broad road. Their delight, when they emerged into the open and saw Coomassie ahead of them, was unbounded. Keeping regular step, though each man was yearning to press forward, they advanced steadily.

Some, like Sir William Willcocks and Sir Valentine Chirol, stated that extensive concessions must be made. Other qualified observers asserted that concessions would be weakness and would spell disaster.
