The city was enlarged by Tullus Hostilius, after the destruction of Alba, and the Viminal hill included within the walls; Ancus Martius added mount Aventine, and the Esquiline and Capitoline being enclosed in the next reign, completed the number of the seven hills on which the ancient city stood.

It was not only on the castle fields, but at the Porta San Giovanni, the Porta San Lorenzo, the Villa Ludovisi, and on the heights of the Viminal and the Esquiline that unfinished, empty districts were already crumbling amidst the weeds of their deserted streets. After two thousand years of prodigious fertility the soil really seemed to be exhausted.

After every fall pillars of flame rose for a time to the very sky. The wind had changed, and blew now with mighty force from the sea, bearing toward the Cælian, the Esquiline, and the Viminal rivers of flame, brands, and cinders. Still the authorities provided for rescue.

We opposed to this view the fact of the salubrity of the Viminal, which is situated between the Esquiline and the Quirinal, and which ought to be as unhealthy as the two other hills were the malaria of the latter imported into the city instead of being indigenous. That is precisely what has happened, for the new quarters are very healthy.

During the reign of Servius Tullius, who succeeded Tarquin B.C. 578, the various elements of the population were amalgamated, and the seven hills, namely, the Palatine, the Capitoline, the Quirinal, the Caelian, the Viminal, the Esquiline, and the Aventine, were covered with houses, and inclosed by a wall about six miles in circuit.

They consisted partly of a strengthening of the hill-slopes by facing them with lining-walls as much as 4 metres thick, partly in the intervals, above all on the Viminal and Quirinal, where from the Esquiline to the Colline gate there was an absence of natural defence of an earthen mound, which was finished off on the outside by a similar lining-wall. On these lining-walls rested the breastwork.
